looks like bat breaker because the ball is coated in the shiny stuff that cracks

The shellac applied to the outside of the ball is not the problem but the rubbish they use in the centers.

but the 'shellac' is normally a sign to a cheap ball

it is a sign of a cheap finished ball but not a bad ball.

Its very cheap, it cost just 275 rupees (6.20 american dollars)

its not as cheap as most balls in india but if your planning to buy i wouldn't go with it. If the ball is badly finnished its probably not the best quality on the inside

for matches in what country (standards r different)
and no you can get proper ones look at some of the mid-high range sg balls
