I joined in July 2006 but I wouldn't consider myself to be a new member, I would have thought new members would have been those who joined since last years awards?

guess it depends what you call dedicated, annd just so i know, you said one person per category but can you not vots someone as fave classic member and fave overall member or whatever?

One person per category means you can only nominate one name. You can vote for the same person in different categories if you so desire...

Look at those who post a lot, thinking about what they are writing at the same time. Also, I think a dedicated member would be someone who is nearly always online and helping people.
